What is the Billings 2045 land use plan?

The Billings 2045 Land Use Plan will serve as the City’s long-range policy guide for land use, infrastructure, and community development, created in accordance with Montana state law. When complete, the plan will provide a framework for making coordinated, forward-looking decisions about how Billings should grow, supporting housing choice, economic opportunity, open space conservation, and efficient public services. As required by state statute, the planning process will incorporate broad public input and local values to shape a vision and set of policies that reflect the unique identity of Billings and the greater Yellowstone County region.

This effort will address key land use challenges and opportunities specific to south-central Montana, such as managing development at the urban edge, protecting working agricultural lands, improving transportation networks, and revitalizing the downtown core. Whether you're a resident, business owner, developer, or local official, your voice will help guide the decisions that shape the city’s future. We invite you to participate in this important process and help us create a plan that supports a resilient, inclusive, and well-planned Billings for generations to come.

As the City of Billings and its partner agencies work with community members to develop the Billings 2045 Land Use Plan, the City is also progressing a separate but related effort to improve our street system: the Billings Transportation Corridors Plan. The Billings 2045 Land Use Plan and the Billings Transportation Corridors Plan are being developed jointly so that the Billings community’s vision for land use and transportation can support each other in the years to come.
